I. Project Overview

Project Name: Centralized Tender for International Transportation Services of Drilling Equipments for Zubair, and Rumaila, In Iraq

Project Content:This tender aims to procure international transportation services for Drilling Equipments required for production operations at the Zubair, and Rumaila sites in Iraq.

Tender Scope:The estimated shipment volume for the international transportation of Drilling Equipments for Zubair, and Rumaila, in Iraq is approximately 1,080 m3 (221 Tons).

Project Delivery Location: Zubair, Rumaila, sites Iraq (The Tenderer is responsible for unloading).

Service Term: From the date of contract signing until December 09th, 2026.

II. Technical Requirements

Door-to-door international transportation, insurance, inspection declaration, and customs clearance agency services from the Tianjin warehouse in China to the Zubair, Rumaila project sites in Iraq. This includes, but is not limited to, the following:

1)Pick-up, storage, and loading at the Tianjin warehouse in China; providing container purchasing, stuffing, loading/unloading within the terminal, drayage, and port consolidation services as required by the Tenderer.

2)Handling required import/export documents, including but not limited to third-party inspections (Such as BV Preshipment Inspection or BV Chemical Composition Inspection or TUV Inspection, and other similar required inspections) and legalization of relevant commercial documents.

3)International freight transportation and insurance from the Chinese port to the final unloading point at the destination.

4)Customs declaration and inspection procedures within China and the destination country.

5)Handling expedited tax payment procedures within the destination country.

6)Overland transportation services within the destination country, delivered on the truck flatbed at the destination site; unloading from the truck is the responsibility of the Tenderer.

III. Bidder Qualification Requirements

(A) Basic Qualification Conditions

1)Possess independent legal entity status.

2)Possess qualifications in the international logistics industry.

3)No record of major legal violations (A commitment letter is required).

4)Sound financial condition (An audit report is required).

(B) Professional Qualification Requirements

1)Provide evidence of international logistics performance (Provide contract proof documents).

2)Commitment to international logistics performance quality (Commitment letter format is at the bidder's discretion).

(C) Other Requirements

1)Consortium bids are not accepted.

2)Possess USD receipt and payment capability (Proof documents are required).

IV. Prequalification

V. Rules and Procedures

If the number of qualified bidders is less than three, the Tenderer will seek approval from the superior authority to continue the process. If the number of qualified bidders exceeds three, the Tenderer will issue the tender documents via email.

VI. Important Notes

This tender is subject to Chinese laws and Iraqi local laws and regulations. The Tenderer reserves the right to cancel or re-tender.
