I. Project Background

1. Project Name:  Contract for Security Service

2. Service Content：In accordance with ROO security standards, the services to be provided include static security for six drilling rigs, six regular PSD mobile security teams, two call-out PSD mobile security teams, static security services for the project base, as well as taxi expenses between Basra Airport and the airport parking area.

3. Project Location：Rumaila project base and rigs in Basra Iraq.

4. Service Period：1st Mar. 2026 to 28th Feb. 2027

II. Technical requirements

Rig static Security

1. Personnel Requirements:

   - SSM(Site Security Manager): 1 expat person on each rig site, responsible for for the overall coordination of personnel safety in the drilling rig.

   - Local Security Supervisor: 2 local persons, responsible for the specific work arrangements of the security guards.

   - 18 Guards Teams: 18 local persons in total, responsible for daily patrols and other security protection works.

2. Technical Specifications:

   - Site Security Manager: Must hold a close protection qualification and FPOS certification, with ≥4 years of military/armed police experience.

   - Local Security Supervisor: Must hold a close protection qualification and medical first aid certification, with ≥3 years of military/armed police experience or ≥2 years in PSC,and with Valid driving license and DDT certification.

   - All personnel, vehicles, and equipment must comply with the ROO SRC V12 Standards.

3. Vehicle: One B6 SUV stays in each rig site at all time.

4. Deliverable: Ensure safe escort services for daily project personnel entering and leaving the well site and the supervision between new/old location during rigmove operation.

5. Quality Assurance: Zero casualties due to social security incidents during service delivery.

Mobile PSD Teams

1. Personnel Requirements:

  - 8 PSD Teams: 

Vehicle: Six teams of vehicles serve as regular PSD teams. Among these six teams, four teams each consist of three B6 SUVs, while the other two teams each consist of two B6 SUVs and one B6 bus (no less than 14 seats). Additionally, two teams serve as call-out teams, and each of these teams consists of three B6 SUVs.

Team member: A total of 48 personnel, including PSD Team Leader, PSD Deputy Team Leader, PSD operators, and PSD drivers, responsible for daily security operations. All team members are Iraqi nationals.

2. Technical Specifications:

   - Team Leader: Must hold a close protection qualification and FPOS certification, with ≥4 years of military/armed police experience.

   - Deputy Team Leader: Must hold a close protection qualification and medical first aid certification, with ≥3 years of military/armed police experience or ≥2 years in PSC.

   - Drivers: Valid driving license and DDT certification, ≥1 year of experience in PSC, and close protection training.

   - All personnel, vehicles, and equipment must comply with the ROO SRC V12 Standards.

3. Deliverable: Ensure safe escort services for daily personnel movements, shift rotations, and rig move operations.

4. Quality Assurance: Zero casualties due to social security incidents during service delivery.

Base Static Security

-Team members: Consisting 2 guard shift supervisors, 8 guards.

Taxi fee between Basra airport and parking lot out of airport

The security company is responsible for covering the taxi expenses for the project’s expatriate personnel traveling between the airport and the off-airport parking area.

III. Bidder Qualification Requirements

Basic Qualifications

1.Business License: Enterprise registration certificate with business scope covering relevant security service activities.

2.Tax Registration: Tax registration certificate.

3.Relevant Certifications: Security service practice license issued by the local government.

Service Capability

1.Personnel Qualifications: Resumes of security personnel, including professional qualification certificates.

2.Vehicle Qualifications: Information on B6-level armored vehicles, including vehicle registration documents.

3.Weapons Qualifications: Valid weapon registration documents.

Financial Status

1.Financial Condition: Sound financial and credit standing demonstrating the company’s financial stability.

Tax Compliance

1.Tax Payment Certificate: Proof of tax payment.

IV. Qualification pre-examination

1. Registration period: 17th Dec 2025, to 21st Dec 2025, 24:00 (Iraq time)

2. Application requirements：

1) The bidder must be a general taxpayer with the ability to provide the services being tendered and independently bear civil and other legal responsibilities.

2) Joint bids are not accepted.

3) Possess the ability to receive and make payments in US dollars (proof documents are required, need bank issue bank information letter with bank stamp).

4) The participating contractors must meet the requirements of having complete and formal enterprise registration information, complete legal person entity qualifications, and good qualification and reputation.

5) Quality target requirements: Comply with the basic requirements for the quality of personnel stipulated in the contract with the client.

6) HSE management requirements: Follow the ROO HSE management.

V. Rule and procedures

If there are less than three qualified bidders, the process will continue after approval by the superior. If there are more than three qualified bidders(including 3), the tenderer will issue the tender documents by email.

VI. Description

This tender is subject to Chinese laws, Iraqi local laws and regulations. The tendereree reserves the right to cancel or re-tender.
